Greeley and Hansen, A TYLin Company, serves as Program Manager of the Combined Sewer Overflow Long-Term Control Plan for the Passaic Valley Sewerage Commission.

The Passaic Valley Sewerage Commission (PVSC) retained Greeley and Hansen as Program Manager to develop its Long-Term Control Plan (LTCP) and eight individual combined sewer overflow (CSO) communities within the sewer district.

This planning effort includes monitoring, collection system and receiving water modeling, regulatory strategy, water quality standards review, system characterization, hydrologic and hydraulic modeling, public participation plan and implementation, consideration of sensitive areas, financial capability assessment, and coordination of alternatives analysis and implementation schedule, as well as development of supporting materials for the nine minimum controls per the National CSO Control Policy and the New Jersey Pollutant Discharge Elimination System Permits for each of the CSO Communities/ Permittees.  

The integrated CSO LTCP includes the water quality monitoring and modeling of PVSC’s infrastructure and its eight CSO member municipalities, plus seven additional CSO communities outside of PVSC’s Sewer District. This program has also included an evaluation of the interceptor/overflow system’s response to hydrologic events, an Adaptive Management Strategy and Implementation of CSO controls, an assessment of the performance of implemented controls based on baseline conditions, Baseline Compliance Monitoring Program, and effectiveness of a Green Infrastructure Program.
